Boreal is a platform that promotes the creation and signing of Popular Legislative Initiatives (ILP)
at all levels, from local to European.

The Popular Legislative Initiative is the only democratic mechanism in Spain that allows citizens to propose laws to be voted directly in Parliament
But it's never been an easy process... An ILP has to go through 3 phases before being voted on.
